Marshals choked, assaulted by CPI(M), Congress MPs: Rajya Sabha report on Wednesday’s ruckus


A Rajya Sabha report on the ruckus in the House on Wednesday evening states that a male marshal was manhandled and choked by CPI(M) MP Elamaran Kareem while a female marshal was dragged and assaulted by Congress MPs Phulo Devi Netam and Chhaya Verma.

The report also states that TMC MP Dola Sena pushed and obstructed the way of leader of the House Piyush Goyal and Minister of Parliamentary Affairs Pralhad Joshi when they were coming from the chairman’s chamber to take their seats.

SEQUENCE OF EVENTS: RAJYA SABHA REPORT

The pandemonium began after the passage of The Constitution (One Hundred and Twenty-Seventh Amendment) Bill, 2021 in the House when the General Insurance Business (Nationalisation) Amendment Bill was taken up. This was around 5.45 pm.

Opposition members reportedly stormed into the well of the House in protest against the bill being taken up. They attempted to climb on to the table of the House, as per the report.

Officials of the Parliament Security Service had already positioned themselves around the table of the House on directions from the Chair. Additional security was brought in to prevent potential damage and hurt in light of the “aggressive temperament” of the protesting MPs, the report states.

Opposition members reportedly tore papers and threw them. They also tried to breach the security cordon formed by the marshals around the table. Congress leader Ripun Bora climbed on the TV stand.

In this commotion, two marshals were assaulted by CPI(M) and Congress leaders, as per the report. The female marshal received minor injuries and has subsequently submitted a complaint and medical report. The male marshal who was allegedly choked has also submitted a complaint.

The Rajya Sabha report states that security officials were only summoned from the Parliament Security Service and not from any external agency. The marshals did not misbehave with any Member of Parliament, according to the report.

MPs INJURED BY MARSHALS: OPPOSITION’S STANCE

Meanwhile, opposition MPs alleged that the government used marshals to employ brute force against them. They claimed that some women MPs were also injured as marshals attacked the Opposition.

During the House proceeding, Congress MP and Leader of Opposition Mallikarjun Kharge alleged that some women MPs from the opposition have suffered injuries and that male marshals were deployed against them. “The entire House has been turned into a fort,” he said.

“A black day for Parliament. They have virtually made it a military barrack. Brute force was used against members, including women. What was our crime? We opposed the Insurance Bill. It in fact was insurance annihilation bill. ‘Atmanirbhar BJP’ has surrendered India to the capitalists,” CPI MP Binoy Viswam tweeted.

The Opposition leaders met Rajya Sabha chairman M Venkaiah Naidu on Thursday and expressed their condemnation of the events that transpired on Wednesday in the House.
